Extremely slow speeds on overseas servers

I own a server and administer some other servers overseas (NL, UK, etc) and the past week or so I've really noticed speeds are absolutely garbage. I know this issue isn't particularly Mediacom's issue, but I don't know whom I should tell. I've already contacted my server's host to see if it's something on their end but they tell me there are no known issues and all speed and load tests I've performed on the servers show no issues, too. Currently I'm barely seeing 100kbps transfer speed between my home and servers. Various traceroutes show no obvious issues, either and look normal. I use to be able to come close on saturating my 100Mbps download and 10Mbps upload without any issue, but no more. Again, I know there probably isn't something Mediacom can't do, and have absolutely no clue if this is a problem with AT&T's backbone or Level3. Working on my and a client's server is becoming painfully slow. I did try connecting via a VPN through New York and speeds drastically improved. So once again, it appears AT&T could be the issue since the VPN also connects to the same Level3 connection.
