Horrible pings for past 24 hours.

For the last 24 hours my ping has been horrible. I'm in Carterville IL and I'm running Win8. I've reset modem and router and even took out of the cable from the modem and let it sit for 30 seconds. That helped it seemed for a hour or so and now the bad pings are back!!! Speed test had it coming in at over 640 ping and ive had worse. Signal to noise ratio was like 36db
