Cable Outage Des Moines 08/30/2015

TV and internet out 5 hrs - tried calling in to Mediacom to identify if a known problem was reported or if outage was limited to my house or street. Got the usual automated drone, reset this, turn tv off and on etc, finally thought to ask for OPERATOR and got a human who said hold and connected me to... the Philippines. Could not understand the person. Tried again asked the operator (who spoke very clear English) where he was located, he said... the Philippines. My question is: How to determine if problem is mine - my house, my modem, my street etc - vs area outage? If I knew it was an area problem I would not need to find another modem, try another TV, search the cable routing outside etc. Any source that would have up-to-date outage data or any way to contact Mediacom and ask someone closer than the Philippines? thanks
