SNR, packet loss, and cold weather

I know that the headend and my modem try to determine what frequency to use, to maintain a good signal at reasonable power levels... but this morning the wheels come off, and not only did the decision to change frequency make the signal worse, it decided to leave it that way for 7+hrs! http://i.imgur.com/kWO3fvf.png This may have been a temperature related issue. The event appears to have coincided with the outdoor temperature being below 15 degrees. So what parameters does the system use to make this decision, and how does it not realize that the decision made the situation considerably worse?
