[IA] High Packet loss

Day time my service works flawlessly. After 8pm I experience packet loss. To the point that everything I do just does not work. Rebooting modem seems to help temporarily. 20-30 minutes before it starts up again. Connections get lost, Web pages rarely load, and watching anything online becomes a hassle. This has been happening for about a week and it appears to be getting worse. Signal levels at the modem are flawless as always, Speedtests (if they finish) are always spot on. So its a tad confusing.
