Partial HD on digital signal?

I was told a few things today by a rep named Adam that seemed just ridiculous, or outright lies because he was annoyed to be working today. He told me, but couldn't explain how, the digital signal coming into the house carries some channels in HD and not others, and somehow a cablebox won't decrypt to add the missing HD channels, but somehow "configures" the channels to be accessible. I've talked to a few people who seem to agree as long as your TV has a digital tuner, you should get every channel. I'd like this verified, or proven wrong. Do they do this to make money off the cable box? Or did I just get a load of bs. Second, I asked if he had a cable box on the truck. He said yes, but conveniently he couldn't set it up himself because "it takes uh 24 hours for everything to configure" - "uh I'm not doing that today" - "uh it just seems to complete sooner if you go to the local office" - "uh there's like delays in the billing side" He told me they do have their own service number they can call, and apparently unlike every other cable company I've used (5 now) that service line doesn't allow them to activate a box. Is this normal for mediacom? I'm considering cancelling it because why bother paying for service that isn't fully provided. Even when asked if it's fully provided, it's a walk-around type of deal
