[MO] Intermittent service / low downstream power

I've been experiencing outages multiple times a day for the last couple of weeks. Looking around online and looking at my logs it appears that my downstream power levels are low. I don't have any splitters in the house. Modem is a Motorola SB6141. Our line running into the house is buried, but poorly done. The cable sticks out of the post in the yard and also hangs off the side of the house. I'm fairly positive that our mowing company has snagged it a few times. The cable doesn't appear cut or damaged externally. Just curious if there is anything else I should be checking?
