[MO] Trying to get service

We have been trying to get Mediacom internet service since we moved into our house a few years ago. The former occupants which were in-laws DID have cable at this address in the past but it wasn't active when that moved out and we moved in. We were initially told that we could could be serviced but when the installed arrived we were told that the line that runs down the road on the utility poles (hardline?) was no longer present and was likely wrecked out at some point and the information on serviceability wasn't updated. Recently we began receiving more offers to sign up and I noticed a crew installing cable down our road and also installing other cable infrastructure items on this line (node, Amplifier?) so I made another attempt to sign up an it looked like we might get connected. The installer showed up and after taking a look basically told me the same story as before. He said there was no "tap" on the line at our pole to connect to and he also said we were too far from the road to be connected without special construction being done. I'm not sure why the office that dispatches the installs doesn't have this info but that apparently doesn't get updated very often. I know that it is cable TV/internet cable running right down my road and I also know that at some point in the past there was a drop from the same pole to the premises. With this being the case I can't understand how years later with better technology we are no longer able to get hooked up? Why would they install a fiber run right down the road in the last few months and then patch in additional items like the node or amplifier but then not intend to provide service to any residences on the street? The cable run is maybe a couple months old and there wasn't anything there for the last 10 years. The Installer said that there should have been a site survey before he was sent out, I'm not sure how I could have arranged that since he had no idea what to tell me when I asked him what my next steps should be to get connected to the brand new cable run they put right in front of my house. He said he'd call his dispatcher and I could work it out with him. The dispatcher called right as the installer was leaving and wanted to verify the cancellation of the service order and had nothing to offer with regards to any further steps to take in order to actually complete an install. he seemed like he just wanted to check a box and get off the call to me. I can provide specific location information to any Mediacom reps who might be able to shed some light on this if that will be of any use.
