[Cable HSI] Poor Mediacom speeds in Savage, MN

I moved into a new house in Savage. Literally a new build, they are still finishing parts of it. I had the whole house wired for internet so that I could have high speeds and not rely on wireless. Mediacom was offering 1 GB service, so I signed up. I bought a Netgear Nighthawk CM1100 Docsis 3.1 Cable Modem (which is listed on the MediaCom site as supporting that speed). When the tech came out to install my service, he got it up and running right away and we were getting 950 Mb downloads and 60 Mb or so uploads. I was very happy. Unfortunately, they didn't send the "Moca injector" that was necessary to have TV service as well. Mediacom shipped out a box of parts and sent a 2nd tech out a few days later to install the "Moca injector". Unfortunately, they didn't send the right piece, so in order to get my TV's working, they temporarily installed their own cable modem. I didn't bother doing a speed test, but I should have. The tech told me that he could make everything work using the ethernet lines in my house, but Moca was more reliable than ethernet?? Mediacom then told me they were shipping a 3rd box with the "Moca injector" and scheduled a tech to come a few days later. The night before the tech was to arrive, no box had arrived, so I called Mediacom and was told me they had cancelled the shipment and the tech would be bringing the parts with them in the morning when they came. I got the call from the tech that he was on his way and I asked him if he had the part and he said no and that he had no idea where he would have to go to get the part. So I called Mediacom again. Mediacom then scheduled another shipment (it arrived yesterday and appears to have the right parts) and scheduled a tech to arrive today. The tech that arrived today didn't know what the "Moca injector" was, how to hook it up, install it, etc. He fumbled around with it and said it looked good and he was going to go. He put it between my cable modem and the outside line, so I asked if it needed to be connected to the router or anything and he said no [Note, I have no Moca injector experience and the TV boxes still show TV, but I'm kind of surprised since the previous techs told me that it had to be plugged into the router]. I asked him if it would influence speed, and he said no. So I ran a speed test and I was only getting 150 Mb download and like 55 Mb up. I asked him if he provisioned my modem correctly for gigabit service and he said yes. [Note, I was directly connected to the modem with a 5' piece of cat5e]. I asked him if he could check the signal and he tried to check it with a portable device, but his battery was too low to complete the test. He called in and informed me that my cable modem wasn't capable of reaching gigabit speed. After protesting repeatedly that I had 950 Mb download previously, he gave me to his supervisor who told me that my problems "were because I didn't have cat6 cable and that it wasn't possible to get gigabit speeds on cat5e even if it was only 5 feet long". I informed him that the spec for cat5e is gigabit if the run length is less than 100 m. I was then told "my only option was that I pay for a cable modem because mine was clearly defective." So I asked them to install a cable modem and we did speed tests and found that they were at best getting 300 Mb. So they put my personal modem back in play and told me another person will be here tomorrow, but didn't give me a time. is there anything I can do on my end to prove the modem is good? It's brand new (arrived on June 11th). Is there anything I should specifically be asking these techs as they do not appear to be trained to install other people's modems or diagnose problems?
