[Cable HSI] Rates (Online and on Phone) and Installation Scheduling

I am getting an offspring set back up for the fall semester. I have a few questions that I wanted to pose on here. First: With the myriad of rates, where do things stand? I had seen commercials for internet as low as $9.99 wondering across the TV here. But none of that is readily available online. Is that an upgrade incentive for existing customers? Is it still valid? I see the Access Internet 60 and its limitations online. Second, I need to navigate the "valid customer, not currently with service for more than 30 days, get new customer rate" minefield. I assume I will have to call? The web page leads to 855-416-7466. Third, how far in advance can I arrange service at the new customer rate? Do I need to wait to call until after 30 days, or can I arrange it now? Last, how far in advance does the installation scheduling allow for an appointment to be scheduled? I would like to get a date at the end of the first week of August locked down. Is that a possibility? Thanks.
