[IA] Modem Power Level Fluctuation, T3/T4 Timeouts

I have an open discussion started on the Mediacom Support forums, but thought I'd present the issue here, as well, perhaps some others might have had similar experience and can tell me if it's worth waiting on a tech visit versus replacing my modem as next step: My data speeds were way down a few days ago, and my internet reliability seems to have suffered since some work was done for a neighbor around December 19th, so a couple techs stopped by yesterday, verified that my DS power levels were horrific (-14) and replaced the drop cable (it was still RG59) and put a 2-way splitter between that and the modem with the other side feeding all of the video lines in the house. Power levels seemed to bump up to the -2 to -5 range and they left happy. Last night, the modem just kept rebooting every 15-45 minutes, logging timeouts right before the restart would happen. This morning, I checked the DS power levels again and, though they would start at -4 to -6 after a reboot, they degraded to -9 to -10 over the next 30 minutes then the modem would log a T3 timeout and "reboot due to T4 timeout." This seems to keep happening over and over. I've removed the one other splitter, which helps the top end power levels reach -2 to -3, but doesn't stop the slow degradation of power followed by a reboot, rinse and repeat. Does this seem like perhaps a modem problem? I find it odd that the quirkiness started immediately after a change was made at the Tap at the street, but it could just be coincidence, too.
