[AZ] Horrible upload speeds, Mediacom refuses to fix. HELP!!

For the last few months my upload speed has been super slow, I'm paying for gigabit but the upload is only 1-2 Mbps. Download speeds are 100% fine with 0 issues at all, the download is literally perfect, only upload is bad. I've called out Mediacom over 5 times and called them relentlessly trying to get someone knowledgeable that will listen and actually properly test things to no avail. The speeds are occasionally fine, maybe for a few hours every couple weeks or something but then goes right back to super slow speeds, even kilobits per second sometimes. The 3 times the techs came out the problem fixed itself before they came enough for them to say it is okay, and the other times I showed them the slow speeds they blamed it on the sites I was testing which is NOT true because it is slow to EVERY SITE. They came out and did tests using their own speedtest site as well as fast.com, but fast.com tests to 4 servers at once so it showed good results since it shows combined results of speeds to all 4 servers it tests to (barely hit 50, sometimes only 45) so they said it was fine, and so did their own site which tests to a nearby server, but testing to any servers farther away got bad results. They told me the tech visits would be free over the phone if the issue wasn't my equipment and they did 3 of them free, but the last 2 they charged me $100 which I cannot pay for even though those techs did absolutely nothing but connect to my modem and run speedtests and then deny there is no issue because their own speedtest site got good results (keep in mind this is to servers which are only 25 miles away) and leave. I will probably lose my service because I cannot pay this charge, I tried calling them on the phone and explaining all of this and that the techs refused to see the issue since their own test did not show it, but they would not remove the charges, acknowledge there is an issue, or attempt to fix the issue. They also checked the signal levels from the street as well as at the modem using their own meter and told me it was okay. One of the techs showed me my account on his phone (technician view of my line status) and told me that there was some issues with it but he wouldn't fix it, I saw myself that 3 of the entries were listed in red while the rest were green. I don't remember what they were exactly but there is certainly some issue. I have also tried connecting the modem directly to the line from the street with 0 splitters or anything else and the same issue was there. The line coming from the street goes to a 2 way splitter (like this -> Y) and one of the lines off that goes to a 4 way splitter (3 ports used) going to the TVs, the other line off the Y splitter goes straight to the modem through an ethernet to MOCA adapter (for tivo, same slow speeds exist without this MOCA adapter too). I've attached my modem signals and logs below. I did notice that before the issue the signal levels for upstream were about minus 45-46 dBmV and during the issue for quite a while they were more like minus 48-49 dBmV but they recently had some downtime at 2am which fixed this issue, and the upstreams have been steady at minus 45-46 dBmV again, however this did NOT fix the upload speed issue in any way. I'm a tech savvy person and I can confirm this issue is NOT related to my own hardware or the sites I was testing to, this is 100% an issue with Mediacom's network, somewhere. If you have ANY questions about anything, just ask, I am really trying to solve this as best as I can and I should be able to provide whatever technical information anyone may need to help find and report this issue. As far as the $100 extra charge for the 2 tech visits which did absolutely nothing, I paid the bill for last month when the charges were there but only the bill itself, not the extra $100 because I cannot afford that. It will probably be on the next one but if I can't get that removed then Mediacom will be losing me as a customer because I was told very specifically over the phone when I asked if it would be free "The technician visits will be free as long as they don't find an issue with your equipment" which none of them did find any issues with my equipment. If Mediacom won't remove this charge then the speed issues won't matter anymore because I won't be their customer anymore. I do not want to leave Mediacom since they're the only gigabit ISP here and the only others are DSL or Satellite but that's just how it is, I can't afford that and it is an unfair charge because they did nothing at all and refused to even see there is a problem. Plus I am normally really very happy with Mediacom and a power user, nearly using all of my 6TB a month sometimes and once used over 8TB/mo. (P.S. Really really hoping MediacomChad can help on this one because I have heard nothing but great things about him and he's the reason that I actually came to DSLReports, just because I heard his supports was so good and he was able to help other people with issues which nobody else would/could!)
