30Mbps service capped at 20Mbps?

The Mediacom site reports that I have the 30Mbps download service, and that's what I was told I would have when I called to make the change last fall. Over the past 3 months or so, it really seems as though I'm still capped at 20Mbps. Every speed test I run, no matter the server or time of day never gets over 21, which is exactly what I saw before I called to change service. For about 2 weeks after I switched I was getting around 29 at off times, but then we had an extended outage and since then it's been low. I've talked to MediacomChad a couple of times, and called in to support a couple of times. They all tell me that I'm provisioned correctly, there are no issues with their network, and it must be my router, and I need to connect directly to the modem. This is not a trivial matter for me as I have 2 desktop computers that are located on different floors from the modem (the modem is actually in my garage with a direct connection to the Mediacom riser in my backyard). To connect to the modem directly I have to borrow a laptop. The last time I was able to get a laptop, I got a speed response of 20. What else can I try both with Mediacom and on my end to try to get closer to my allocated speeds?
