1. Slow speeds intermittently. When reset, the modem runs at about 130mbps download speed, 10-20mbps upload speed, and will stay that way for anywhere from a half hour to several hours. After that it will go back down to approximately 6mbps download speed, 10-20mbps upload speed, and will stay that way indefinitely until the modem is reset again. The issues effects both ethernet and wireless. I've tried two different computers with two different ethernet cables on two different ports on the modem and both showed slow speed tests when the issue is present. I've also tried having the modem plugged into two different rooms, different coax connections. I have had 5 tech visits, and 2 modem replacements for a total of 3 modems that the issue is present on. They have replaced a lot of cables, I don't know the specifics, and the issue still persists. It's also not a new install, I've had this internet for years.
2. Plugged into ethernet. Have wireless devices also.

5. Speed test on DSLR is currently showing 130mbps+. The issue is not currently present.

I'm hoping to find some kind of solution as many phone calls and tech visits haven't been able to help. Could this possibly be an electrical issue? I have a house with mostly ungrounded outlets. The modem is plugged into a surge protector which is plugged into an ungrounded outlet with a 3 prong to 2 prong adapter. My computer is plugged into an uninterruptible power supply which also has to use a 3 prong to 2 prong adapter to plug into the wall. This setup has worked fine for many years, but I thought I should add that because I'm wondering what else it could possibly be.
